Struggling to verify your YouTube channel no matter how many new phone numbers you try? I have the solution for you! I personally tried it, and it worked for me.
In this article, I will assume that the phone number you attempted to use for verifying your YouTube channel has never been activated on another channel before.
This error occurs in certain countries where numbers seem to be blocked from the YouTube validation system. The solution is to use a free online temporary number from another country (preferably the UK, Germany, or France).
There are many websites that provide this service completely free, with no personal information required. For example, I used this one:

First Step: Choose a country from which you want to obtain a temporary number, then simply sign in with your Google account.

Second Step: You will be directed to a dashboard. Click on "Temp Number" at the top left.

Third Step: Select the country again and choose a recently added number (ideally one added within the last two hours).

Fourth Step: Enter that number into the YouTube validation system. Make sure to select the correct country code; for example, the UK is +44.
Finally: Wait for YouTube to send you the verification code, which you will be able to see in the chat.
